الملخص

Quality Assurance in the Higher Education system refers to a set of Strategies, processes, and actions that aim to continuously improve the quality of Education, research, and university functions, and ensure that the performance of Higher education institutions complies with national and international standards. In addition, the first quality assurance criterion includes Vision, Mission, goals, values, and Strategic Planning; therefore, the main research question is to what extent is the implementation of the first quality assurance criterion including vision, mission, goals, values, and strategic planning in Afghan Universities and Higher Education institutions? In line with global quality assurance standards, and to what extent have these institutions been successful in effectively implementing them? The hypothesis, using a quantitative-qualitative method, documentary method, and questionnaire, is that despite the efforts of the Ministry of Higher Education, the lack of financial resources and the lack of specialized personnel in Afghan universities have not been effective in comprehensively implementing the first components of quality assurance based on global standards. The research results show that the first criterion of Quality Assurance has been implemented incompletely in many Afghan universities. The lack of transparent documents in the implementation of the vision, mission, goals and values, lack of coherence in strategic planning, and also the distance from global standards are among the main challenges.
